Administration, planning, tracking, reception service for safety works on bridges and overpasses - SAPURLSEPP

develops, together with the specialized structures within the PMB, the rehabilitation strategy for bridges and road crossings and the investment and repair programs;

after approving the annual investment and repair program and the funds allocated for this purpose, collaborates with the Investment, Public Procurement, Contract Monitoring and Management Service in order to prepare the necessary documents and legal procedures regarding the designation of the contractor and contractual clauses;

monitors and is responsible for compliance with execution documentation and contractual deadlines;

ensures, together with the designated consulting firms, the verification and technical development of the execution of investment and repair works;

quantitatively and qualitatively confirms the work situations reported by the contractor after they have been previously verified by the designated consulting firms;

convenes the reception committee and ensures the reception in good conditions of the completed works and the commissioning of the investment;

requests the consulting firm to prepare the Technical Construction Book and ensures its completion during the construction operation period;

also performs other duties ordered by the head of the administration, or by the legal norms in force.

Department of administration, planning and monitoring of road works - CAPULD

notifies, intervenes and proposes solutions in the event of malfunctions arising in the way the contractors and consulting firms carry out and comply with the contractual clauses;

oversees the preparation of the technical book of the construction and the way it is administered by the subordinate services; - oversees the activity of approving municipal works and other technical works carried out on the road network.

approves the control programs submitted for approval by the specialized service, dealing with technical and municipal issues on the street network under administration and detecting works carried out without a construction permit;

coordinates, verifies and is responsible for the management of subordinate human resources regarding contractual rights and obligations, compliance with work discipline, compliance with the code of conduct for contractual personnel, occupational health and safety rules and PSI;

performs other duties and tasks ordered by the director of the administration, the specialized structures within the PMB and the normative acts in force. 1. Strategy, Planning and Monitoring Service for Road Networks

develops together with the specialized structures within the PMB the rehabilitation strategy of the road network and its multiannual and annual investment and repair programs;

after approving the annual investment and repair program and the funds allocated for this purpose, collaborates with the Investment, Public Procurement, Contract Monitoring and Management Service in order to prepare the necessary documents and legal procedures regarding the designation of the contractor and contractual clauses;

ensures the handover of the site together with the Technical and Construction Works Approval and Monitoring Service, for the contracted works;

monitors and is responsible for compliance with execution documentation and contractual deadlines;

ensures, together with the designated consulting firms, the verification and technical development of the execution of investment and repair works;

quantitatively and qualitatively confirms the work situations reported and acquired by the contractor after they have been previously verified by the designated consulting firms;

convenes the reception committee and ensures the reception in good conditions of the completed works and the commissioning of the investment;

requests the consulting firm to prepare the Technical Construction Book and ensures its completion during the construction operation period;

also performs other duties ordered by the head of the administration, or the legal norms in force.

Technical and Urban Development Works Approval and Tracking Service - SAULTE

receives requests from individuals or legal entities for approval of municipal works, construction site organizations and any constructions and installations carried out within the area of ​​the streets under administration;

based on the field verification, issues the approvals in principle requested through the Urban Planning Certificate for municipal works, construction site organizations and any constructions and installations that are carried out within the area of ​​the streets under administration;

based on the Construction Authorizations and/or Location Approvals, establishes the execution duration for any technical work performed on the streets;

following verification of documents and field inspection, draws up the site handover report in order to open the construction site for authorized works;

approves the execution schedules for the authorized works;

checks in the field and draws up the minutes of reception upon completion of the works, as well as the final reception of authorized municipal works and interventions;

monitors the behavior of the pavement during the warranty period and requests the repair of any defect that occurs until final acceptance; draws up summonses and notes of findings for builders who do not comply with the conditions imposed by the permits, informs the administration management and transmits them to the specialized structures within the PMB in order to take contravention measures;

periodically carries out checks and prepares reports together with the Traffic Police Brigade (or other specialized structures) regarding the state of viability of the streets under administration;

collaborates with the Road Network Strategy, Planning and Monitoring Service, in order to coordinate the road system rehabilitation works with the works of utility owners;

proposes extensions of water and sewage pipes and connections, as well as other public utility facilities, where specialized structures have not provided for these investments and only for works that are permitted by the legislation in force;

proposes for approval and execution works on the systems for collecting and directing rainwater and on the drains to the underground sewerage, in the event that the specialized structures have not provided for these investments;

collaborates with the Road Network Strategy, Planning and Monitoring Service in order to complete the Technical Construction Book in terms of interventions on utility networks;

calculates and monitors the collection of fees for site organization and route approval fees or other fees and tariffs approved by CGMB Decisions;

also performs other duties ordered by the administration management, the specialized structures within the PMB and the legal norms in force.
